War is the common hatveit of all thole who participate in the divifion and expenditure of public mo ney, in all countries. It is the art of conquerzng at Acme; the ob. Jeci of it is an increafe oi revenue; and' as revenue cannot be in; created without taxes, a pretence muli be made for expenditures. In reviewing the hifiory oi its wars and itstaxes, a b} (lander not blinded by prejudice, or warped by in tete?, would declare, that taxes were not railed to carry on wars, but that wars were railed to carry on taxes.
