But the present work may at least claim to gather together in a single volume not only a wealth of personal knowledge and experience but also the information scattered through a multitude of blue-books, of statutes, of acts of the Indian legis latures; to present the views of policy uttered both by governors general and secretaries of state and by Indian political leaders; above all at the present moment it aspires to show clearly and firmly the historical background, without some knowledge of which political decisions become matters of mere sentiment and chance.
