Following the retrospective study carried out by the National Research Council (NRC) in 2001, which assessed the benifits and costs of DOE's fossil enery and enery efficiency R&D programs, NRC developed a methodology for assessing prospective benifits. This report presents the results of phase one - development of the methodology.
