Encouraged by Quade, their acquisitive boss, and counselled by Broc, their Ethics Council chairman, they progress secretly, slowly and meticulously. However, working in the shadow of a rogue American-controlled embassy, they get caught up in a web of deception at first concealing but later revealing what they have seen and done.
