About the Author

L. DOUGLAS KIEL is director of the Master of Public Affairs Program at the University of Texas at Dallas and is widely published in the field of public management. Kiel has served as a productivity consultant to a variety of government organizations where he specialized in integrating information systems and activity-based costing systems.
