Roger L. Kemp, Ph.D., has been a city manager of West and East Coast U.S. cities for more than 25 years and holds International City/County Management Association credentials. A graduate of a Harvard senior government executives program, he has taught at the University of California, Rutgers University, the University of New Haven and the University of Connecticut, USA. Carl J. Stephani is a certificated manager of the International City/County Management Association, and, most recently, the executive director of the Central Connecticut Regional Planning Agency. He has held elected and appointed positions in city and county government, and is the author of a book on zoning, and a host of articles on municipal management, planning, and zoning matters.
