Frederic Wehrey is a senior fellow in the Middle East program at the Carnegie Endowment for International Peace. Anouar Boukhars is a nonresident fellow in Carnegie's Middle East Program and Professor of Counterterrorism and Countering Violent Extremism at the Africa Center for Strategic and International Studies, National Defense University, Washington, D.C.
